How to notify a car owner without knowing who they are

Sometimes you need to get a message to a driver without needing to know who they are. The useful part is the message, not the person's identity.
CarAlert exists for exactly this awkward gap: you can see the vehicle and its registration, but you do not know the owner and should not need their personal details just to pass on a useful warning.
What to do
