Yes - that is one of the clearest examples of why a community vehicle-alert network can be useful. The catch is that your vehicle needs to be registered before an alert can be routed to you.
CarAlert exists for exactly this awkward gap: you can see the vehicle and its registration, but you do not know the owner and should not need their personal details just to pass on a useful warning.
What to do
