Can a registration plate reveal the owner's name in Ireland?

A registration plate is not intended to give the general public a direct owner-name lookup. If your real goal is simply to warn the driver about their vehicle, you do not need their identity.
CarAlert exists for exactly this awkward gap: you can see the vehicle and its registration, but you do not know the owner and should not need their personal details just to pass on a useful warning.
